Charles M. Russell, Interim Executive Director Charles M. Russell comes to NCEA from the Archdiocese of Baltimore, where he spent the last two years as the Director of Secondary Education and Tuition Scholarships. During his time there he worked closely with high schools in the areas of enrollment management, financial aid and program implementation. Additionally Mr. Russell has served as a teacher, vice principal and principal within the Archdiocese of Washington. He holds degrees in Educational Leadership and Administration from the George Washington University and St John’s University. Mr. Russell lives in Bethesda MD, with his wife Katie and his three children Kelly, Mike, and Riley.
